WHY DOESN'T YOUR CAPTCHA EVER WORK THE FIRST TIME? It is better to keep this area out of policemen. A unit should be created from a pool of talented specialists in the cyber arena. They are the best in cyber issues. The police will take eons to understand what cyber crime is all about. The police should be involved to arrest the culprit only when the culprit has been identified using the talent pool above.
