Union Minister for Communication and Information Technology, A Raja, has said that 3G (third-generation) telecom services will be launched by end of this year. And in sharp contrast to recommendations made by the Telecom Regulatory Authority of India (TRAI), Raja has said that even foreign telecom companies will be permitted to bid for 3G spectrum.

Earlier, TRAI had suggested that only Unified Access Service License (UASL) holders should be allowed to participate in 3G auctions. With UASL, a company is allowed to offer triple-play services including voice, video, and data over a single Broadband connection. TRAI was of the view that first, only the existing domestic operators should be allowed to offer 3G services.

The Indian telecom sector allows 74 percent of Foreign Direct Investment (FDI). So whether there is common auction or open auction, there will be no bar on foreign players. Either way, foreign players will be allowed to take part, said Raja.

The Department of Telecom (DoT) has called a meeting with telecom operators on May 28 to discuss the allocation and pricing of new 3G spectrum bands for launching new generation mobile phone services. The government is planning to issue new guidelines for 3G as well as WiMax networks by next month. However, these networks will be rolled out only by January next year.

With the rollout of 3G and WiMax networks, mobile users will get access to high-end data applications such as interactive gaming and multimedia features like video conferencing and video streaming on their mobile phones.

This is time for planning and discussing 4G telecom services and not 3G. 3G is about to start obsoleting at international level, by the time we are planning to start! Wimax and LTE are 4G technologies which provide MUCH MORE efficient and cheaper communications. 4G technologies provide manifold capacity/speed at cheaper rates than 3G. Operators and govt in America, Europe, China, Australia, Japan, Korea etc. are doing the same. Anyway, we too will have to go for 4G technologoes, sooner or later. If we leapfrog to 4G directly, bypassing 3G, we will be able to save HUGE transit investment in 3G. Moreover, being a telecom engineering expert for some 7 years, I can surely say that 4G technologies (LTE and Wimax) are cheaper, simpler, faster and more efficient (bitrate-wise) than 3G technologies. 4G technologies also provide greater cell coverage which will be a blessing for our rural masses. 4G technologies are not as bandwidth hungry as 3G. operators can launch 4G networks using 1.4 MHz channel bandwidth but they need 5 MHz channel bandwidth for 3G. So, 4G is MUCH suited for a contry like us, who has great spectrum crunch. Moreover, LTE is defined and backed by same 3GPP and GSMA respectively. In fact 3G operators/contries are now willing to soon go for 4G, then why we should now go for 3G? Logical and financially, there is no strong point! Finally, as a true Indian with telecom expertise, I urge Mr A. Raja and Telecom autorities to learn basics about 4G technologies (Wimax and LTE both) and consider to move to them directly. I am sure 4G will give us true MOBILE BROADBAND and we will save a HUGE money!
