I think what you are trying to say is, the war is keeping people WITH the DVDs. the fancy expression of "keeping consumers off of DVDs" means that consumers are staying AWAY from the DVDs.

The writer was trying to say that people are not buying DVDs because they would prefer to buy HD movies. And not knowing which format to support many people are not buying anything. I know I haven't bought any standard definition discs since there has been an HD option.
Dont be stupid, The format war is keeping people off DVD's & im one of them I dont wanna buy any DVD's when I have a blu Ray player in my PS3 which is awesome and cant wait for it to squash HD DVD and then we can all get on with our lives and enjoy movies without this stupid war gong on.
Blu-ray holds 50gb. HD DVDs are out now that hold 50gb as well (finally). They also read faster. They're also cheaper to produce. Why are we even discussing Blu-ray again? IT pros will go with the cheaper HD DVD and so will the porn industry. That pretty much means HD DVD wins at this point. Blu-ray may be the better technology, but so was Beta and we see how that went.
