    Reportedly, Videsh Sanchar Nigam Limited (VSNL) has introduced standard access facilitation charges for its submarine cable landing stations.

Reportedly, Videsh Sanchar Nigam Limited (VSNL) has introduced standard access facilitation charges for its submarine cable landing stations in Mumbai, Chennai, and Ernakulam.

According to sources, with this initiative, VSNL has become the first international long distance (ILD) operator to do so. The terms are on the lines of recommendations made by the Telecom Regulatory Authority of India (TRAI) to the Department of Telecom (DoT).

TRAI had earlier suggested that all cable station operators should issue standard terms for access at their facilities. DoT, however, has not yet accepted these suggestions.

It is learnt that access facilitation charge is paid by ILD operators and Internet Service Providers (ISPs), who buy bandwidth from various cable companies in landing centers. It is different from access charges, which are paid by cable owners like Reliance Communications' Flag Telecom.

Besides, these access charges are governed by the construction and maintenance agreement, while access facilitation charges are not governed by any such agreement.

Meanwhile, VSNL will take standard access facilitation charges for connecting ILD operators and ISPs that buy bandwidth from cable companies landing in Mumbai, Chennai, and Ernakulum. This move will provide Indian operators with better access, lower costs, improved security, and efficient support.

A VSNL official said that the company's standard access terms would ensure that Indian operators could access capacity on any cable system landing at its cable stations, in a simple and non-discriminatory manner.

Moreover, VSNL's terms will enable Indian operators to be connected to cable capacities at its landing stations in about 15 days from the date of signing an access facilitation agreement. The company is also setting up facilitation rooms in Mumbai, Chennai, and Ernakulam to consolidate its access and interconnection facilities.
